Your resume in proper format on site with your email. Link toit on the bottom of the home page using words such as "Created and Maintained By Your name Webmaster"
Put a site counter and a date-last-updated on the bottom of the home page.
Give your index page a META tags for Description.  Budget about 250 characters - this is what most search engines use when they list your site

Spend time making your Keywords META tag comprehensive, think of as many synonyms as possible, use the thesaurus, include common misspellings.  You have 1,000 characters.  This is what gets matched when someone looks for something at a search engine.  If you don't have the keywords, you won't be found.

Make sure that there are no "dead ends", and it is easy to navigate from one page to another. 
Every page at least go home possibly to several other pages
Graphic links always also available via text links.
Create both internal and external hyperlinks, both text and graphical ad hover buttons
Include graphics:
bulletfrom FrontPage's clip art library
bulletfrom Microsoft clip art
bulletfrom Free clip art sites
bulletfrom Animated and non-animated
bulletthat have a transparent background
bulletphotos, jpgs and cartoons, gifs
bulletthat are part of your site
bulletthat are used as hyperlinks
Use a theme and FrontPage navigation bars
Include:
bulletTables
bulletVary cell color
bulletWith and without borders
bulletMerge Cells
bulletLists
bulletUnordered (bulleted) Lists
bulletOrdered (Numbered) Lists
bulletCollapsible Lists
Create a Guest Book or other form with form results going to your email and form fields properly named:
bullettext
bulletscrolling
bulletdropdown
bulletcheck boxes
bulletradio buttons. 
bulletgood instructions for completing form
Get interesting site add-ons such as Pass-it on or Automatic news or a guestbook from Lyco's HTMLGrear
At the bottom of the home page, index.html, and, if you want every page, include date last updated and a link to your resume.  Put an email hyperlink on your home page and on your resume.
Create a Map page using MapsOnUs, Mapblast or Mapquest
Include "controllable" sound (midi or WAV) using "embed".
Experiment with the various animation effects such as

bulletDynamic HTML
bulletHover buttons
bulletPage Transitions
bulletEnable hyperlink rollover effects
Put in a Page counter with words such as "xxx Visitors have visited this terrific site".  
Use Front Page Hit counter or other free counters or free site counters.
